The government of Hong Kong released the conclusions of a consultation which ended in May 2012. Thus, a taxation framework for Islamic bonds is provided on a par with that for conventional bonds. The promotion of Islamic finance development in Hong Kong has been taken into consideration. Comic-Con to stay in San Diego through 2016

LOS ANGELES (AP) ? Storm Troopers, cyborgs, superheroes and other comic-book fans can count on their annual pilgrimage to San Diego for another four years.

San Diego Mayor Jerry Sanders announced Monday that Comic-Con has extended its contract with the city through 2016. It had been set to expire in 2015.

The pop-culture convention draws 130,000 visitors from around the world and contributes more than $180 million to the city's economy, Sanders said.

Comic-Con began in San Diego in 1970 but has become so popular over the past four decades that it has outgrown the San Diego Convention Center.

Comic-Con spokesman David Glanzer said city officials and local businesses have helped the event remain in San Diego by allowing organizers to expand beyond the convention center to create a "Comic-Con campus" using meeting space in nearby hotels.

"We were born in San Diego, so our hope is to stay here," Glanzer said. "But first and foremost, we have to look at the ability to put on a successful show and meet the needs of the people who attend the show."

A spokesman for the mayor's office said plans are moving forward to expand the San Diego Convention Center, and city officials hope to break ground on the project next year.

Dishonored


Deus Ex is the greatest PC game of all time. You might disagree, and if you do I forgive you, but there's a reason ION Storm's first-person conspiracy stealth role-playing game shooter routinely tops lists of the greatest PC games of all time. It combined so many different elements of genres into a single, compelling first-person experience with a fantastic story, and let players decide exactly how they want to play the game not just with moral choices, but strategic ones. You could be a stealthy assassin, a pacifist, a hacker, a commando, or any other type of character, and each role would have a way for you to play. Arkane Studios and Bethesda Softworks' Dishonored for the PC, Xbox 360?, and PlayStation 3? taps into the feeling and produces a compelling experience that lets you feel as brutal or subtle, malicious or passive as you want to be. Dishonored, available for $59.99 (list), feels like a spiritual successor to Deus Ex in the same way that Bioshock was a spiritual successor to System Shock (but without the shared development team; Warren Spector and the old ION Storm team had nothing to do with this game).

A Different London
Dishonored takes place in the city of Dunwall, a Victorian London-style capital of a Victorian England-style nation filled with fantastic, whale oil-powered technology that feels much more like a science fiction penny dreadful than the catch-all genre of "steampunk." A plague is spreading through the city, turning bystanders into monsters and rats into packs of man-eating street piranha. You play Corvo Attano, the Empress' bodyguard who returns to Dunwall after looking for aid for the city only to see the Empress killed before him. He's arrested for the crime and is scheduled to be executed, but he's broken out by loyalists to the Empress and her missing daughter who want to take down the brutal dictatorship that rose in her place. There's also a mysterious dark god who gives you magic powers and is very interested in your quest for revenge.

The game is first-person, but like Deus Ex it's not a run-and-gun shooter. Corvo is a powerful fighter with sword, pistol, and crossbow, and he only becomes more powerful as he upgrades his equipment and powers by collecting treasure and hidden runes and charms, but he's not invincible. With enough ammunition and preparation you can cut a swath through guards and decimate everyone in your path, but that's only one way to get through the game, and it has its own consequences. Corvo's powers and equipment let him sneak along rooftops, teleport short distances, and detect guards through walls, so you can sneak past enemies without letting them know you're there and without killing any of them. You can explore areas and find alternate routes with different dangers but fewer guards. You can even work with Dunwall's criminal underworld, performing favors for access to paths you couldn't find otherwise.

These paths all have obstacles that themselves offer different solutions, depending on your play style. If you want to knock a few guards out with sleeping darts, you can. If you want to teleport behind them and cut their throats, you can. If you want to set razor-filled land mines in guards' paths and watch them get shredded before using the distraction to get past them, you can. You can also rewire security systems to get past deadly walls of light, summon swarms of rats to eat people, stop time and kill everyone in the room before they see you, and summon blasts of wind to knock them through windows and off balconies. Each of these methods feel unique and satisfying, and no matter how you build up Corvo you'll feel unstoppable in some way. Dishonored lets you choose how to play through the entire game, then give you a half dozen other ways to play again to give you a new experience getting to the same objective.

Different Ways to Play
How you play affects the rest of the game, as well. Everyone you kill and every guard you alert adds to the chaos of the city, which makes it darker and more plague-filled. Depending on who you help or kill in missions, different paths will be available to you. The game takes place in discrete, connected zones for each mission and there's no open-world exploration outside, but it makes the story seem much more focused and rich than the excellent Elder Scrolls games. You aren't an adventurer and you're not looking through every cave and ruin at your leisure. You're an assassin who creeps through a city that considers you a traitor. It adds much more direction to the story, while giving you just enough room to stretch out and find different solutions.

Dishonored isn't perfect, though. The levels tend to feel a bit cramped despite their multiple paths, and while the transition from stealth to combat feels more organic than Deus Ex: Human Revolution, it isn't quite as seamless as the original Deus Ex. It's also very easy to rely on Dark Vision to see enemies around corners, which means your Dishonored experience will be just as monochrome and missing the visually impressive surroundings as Batman: Arkham Asylum.

Dishonored is a fantastic game that puts you in a playground of murder and stealth while still keeping focused on an interesting story in a rich and enthralling world. It's not quite as large, as open, or as well-written as Deus Ex, but it stands as a solid spiritual successor to one of the best PC games of all time. It's Bioshock to Deus Ex's System Shock 2, and it's worth a look no matter your favorite genre.

High school football playoffs get underway tonight

Once one of the doormats of the Mississippi Valley Conference, Waterloo East is in the playoffs for the third straight season. Trojan coach Kody Asmus says that his players now know what to expect when the postseason rolls around. He says they are in elite company in the conference to make the playoffs for three years.

Asmus says Assumption quarterback Jake Gervase will present a challenge for the East defense. East?s spread attack is something that Assumption hasn?t seen much of this season, but Asmus says that also means that his players aren?t too sure how the Knights defense will line up either.

In just their first season in the eight-player division, Don Bosco won a district championship and enters the playoffs with an unblemished record and ranked second in the Radio Iowa poll.

The Dons feature a dual-pronged rushing attack with quarterback Jake Hogan and running back Tyler Backes. While Hogan might get more attention from defenses, Dons coach Kolby Yoder says that Backes is a big part of the offense as well.

He says a lot of people overlook Backes, and says he does a lot of blocking as well as running. The Dons face West Central tonight, and will be focused on Blue Devil running back Michael Lincoln, the leading rusher in the eight-player division.

Dons coach Kolby Yoder says Lincoln is a tough runner and he says it will be a good challenge for the defense and they will have to stop him to win the game. Yoder says that Lincoln is good enough to get a certain number of yards regardless of what the Dons do on defense, so they?ll be focused on try to limit the number of big gains he gets.

West Central enters the playoffs on a three game losing streak, but Yoder says that could just mean they?ve been unlucky in a tough district.

In class 2A, top ranked and unbeaten Boyden-Hull/Rock Valley will host Clarion-Goldfield. The Cowboys are 6-3 but a year ago rode a low seed all the way to the quarterfinal round. Nighthawks coach Cory Brandt says they won?t be intimidated by being the underdog.

Brandt says a good start would be a plus because their style of offense is not one made for catching up. Clarion-Goldfield coach Paul Hansch knows his team is facing a tough challenge. He says he likes the style of play as they are quick and run very well.

I usually make it through the day will a good cal intake/cal burn ratio, but I have the hardest time not over-snacking before bed. I just hate going to bed hungry. Last night I finally went to bed a tad hungry, so I'm stoked (I always try but only manage it every now and then). Usually I have to have at least 3-4 days like this before it stars to become an easy habit. I know most of you are hungry all the time, but I can't do that. I can't concentrate well enough, so my kcal deficits are puny in comparison, but it's still hard.

I'm up early to go work out. Hope I can have some more successful days here. Any tips on how not to give into night snacking (not really binging, but eating enough to ruin my kcal deficit for the day) would be great.

Groups to Petition EPA to Require Fracking, Other Oil & Gas Toxic Releases to Be Reported

Oil and Gas Would Join Other Industries, Including Coal, That Already Report to the Toxics Release Inventory; Federal Disclosure of Fracking Chemical Pollution Not Yet Required

WASHINGTON, D.C. --- The Environmental Integrity Project, along with 16 other national, regional, and local organizations, will submit a petition to the U.S. Environmental Protection Agency (EPA) Wednesday asking it to include the oil and gas extraction industry (including hydraulic fracturing, or ?fracking? for short) in its Toxics Release Inventory (TRI) reporting requirements.

TRI reporting is already required of most other energy industries including coal. ?The groups will argue that the loophole for the oil & gas extraction industries makes no sense, given the huge amounts of toxic chemicals involved that have only increased with the rapid rise of fracking. ?Since oil and gas facilities are currently not required to report such data, the full scope of environmental and public health risks to citizens and communities are not known. The ? toxics-related risks include air pollution, drinking water contamination, and discharges to rivers and streams.



The petition will be unveiled during a live, phone-based news conference at 1 p.m. EDT on October 24, 2012.

One of the primary purposes of TRI data is to inform citizens, communities, and lawmakers of potentially hazardous or toxic releases of chemicals in their area. ?This data allows communities to plan for their futures, lawmakers to assess the effectiveness of and need for environmental controls, and the facilities themselves to review and often voluntarily reduce their toxic releases.

Dropbox for iOS now supports iPhone 5, improves photo resolution

There's an update to Dropbox for iOS waiting to be installed. Dropbox version 1.5.6 appeared late yesterday and provides some nice new features that are sure to make users of Dropbox camera import happy.

The app provides full support for the iPhone 5, but the biggest change involves how Dropbox for iOS handles photos. In the past, the app downscaled images when it was saving them to the camera roll. The Verge used an example of a 4,592 x 3,056 14-megapixel image being downscaled to 960 x 638 when viewed on the iOS device, which was annoying when viewing images on a Retina display.

Now images retain their original resolution, although they're compressed upon downloading. The Verge notes that images did appear to have "fairly noticeable color compression," and that the downloads now take longer -- up to a "few minutes to save a single photo."

Dropbox also adds that there are bug fixes and improved support for iOS 6, although no details are provided on what exactly those fixes and improvements are.

MIT researchers use algebraic equation to weave WiFi and LTE data streams to boost speed, reduce network congestion

Dodging the issues of spectrum auctions and more cell towers, researchers at MIT have discovered that they can use an algebraic equation to improve data speeds by reducing dropped packets. It's these dropped packets that can build up congestion across a wireless network, as devices attempt to recoup these missing data nuggets. But instead of sending typical packets, MIT's Research Laboratory of Electronics created an equation that describes a series of packets. If a packet fails to deliver, then the receiving device is apparently able to "solve" the missing chunk, with the processing load on phones, routers and base stations apparently negligible.

The tech, which can also seamlessly transition a data stream between wireless internet and LTE, has already been tested on WiFi networks over at MIT; when two percent of data packets were dropped, speeds were boosted from 1Mbps to 16Mbps. If five percent of packets were being lost, the researchers then saw bandwidth increase from 0.5Mbps to 13.5Mbps. Companies are apparently already licensing the tech, although MIT isn't revealing more on this just yet. Muriel Medard, project lead, said that there were currently "very severe inefficiencies that should be remedied before you consider acquiring more resources" -- namely more spectrum and hardware, although the gains seen in these early tests are yet to be replicated in real life. iPad Mini starts at $329, is thinner than a pencil

"This isn't just a shrunken down iPad,"?Phil Schiller,?Apple's senior?vice president of worldwide marketing, said as he showed off the all new iPad Mini during Apple's media event on Tuesday. "It's an entirely new design."

The iPad Mini is 7.2 millimeters thin (that's about as thin as a pencil). It weights 0.68 pounds, which is as light as a standard pad of paper.?These measurements make the iPad Mini 23 percent thinner and 53 percent lighter than the third-generation iPad.?The tablet is a 7.9-inch device with a?1024??768 pixel resolution.?"Easy to remember. 7.9, 9.7," Schiller said, contrasting?the measurements of the?iPad Mini and the regular iPad.

There's a dual-core A5 chip, a FaceTime HD camera in the front, a 5MP iSight camera in the back, a Lightning connector, and all the usual iPad guts, of course. From the sounds of it, the iPad Mini contains the power of the iPad 2, with some slight upgrades (and a much smaller body). ?According to Schiller, the iPad Mini has a 10-hour battery life, which is about?on par with the battery life Google advertises for the Nexus 7.

Schiller took several jabs at Google's popular 7-inch tablet, ouf course, pointing out that???unlike the Nexus 7???the iPad Mini has over 275,000 apps specifically designed for tablets available to it, rather than a bunch of scaled-up phone apps.

"We took the time to create a product that was a concentration of, but not a reduction of, the original product,"?Apple's senior vice president of industrial Design, Jony Ive, pointed out in a video shown during the media event.

Like the iPad, the iPad Mini has a line of accessories such as Apple's Smart Covers, naturally. "It is every inch an iPad," a commercial shown during the event emphasized.

The iPad Mini starts at $329 for a 16GB Wi-Fi-only model. 32Gb and 64 GB Wi-Fi-only models are available for $429 and $529, respectively, while their LTE-capable counterparts are priced at $459, $559, and $659, for the 16GB, 32GB, and 63GB versions, respectively.

Pre-orders start on Oct. 26. The Wi-Fi-only models will ship a week later, on Nov. 2. The LTE-enabled models will ship about two weeks later.

Companies hiring the most right now

Though unemployment fell to 7.8% in September, the job market isn?t recovering fast enough for the 12.1 million Americans who remain jobless. However, data just released by Simply Hired does offer them a glimpse of hope.

Simply Hired, a search engine that hosts more than 8 million listings from job boards, company sites and the web, found that some of America?s biggest and brightest companies are looking to fill thousands of position. We put together a list of the 10 firms doing the heaviest hiring right now.

The picture we offer does not reflect a precise number of available jobs. An opening can be listed in more than one place and can remain online for a time after it?s filled. Nevertheless, the numbers do offer a strong, broad gauge of which companies are expanding and taking on the most new workers.

AT&T has a total of 35,479 job openings, making it the No. 1 company for hiring right now. The telecommunications giant is looking to fill retail positions, sales spots, and management jobs, among others.

With 23,769 listings, Family Dollar Stores is No. 2. The North Carolina-based price-point retail chain is looking for store managers, customer service representatives, and human resources coordinators, among others.

Rounding out the top three is Toys ?R? Us. Headquartered in New Jersey, the toy retailer sells merchandise in more than 875 Toys ?R? Us and Babies ?R? Us stores. The company is currently looking for 17,073 new employees. Like the other retailers, Toys ?R? Us is bringing on thousands of part-time seasonal workers right now, to prepare for the holidays.

?Looking at the top 10 hiring companies in the nation, we can clearly see that seasonal hiring is in full swing as a number of retail companies top the list,? says Gautam Godhwani, co-founder and chief executive of Simply Hired. ?We?ve seen growth in retail job openings for the past couple months; September alone experienced a 16 percent increase from the previous month,? he adds. ?The National Retail Federation agrees that companies are hiring more employees this season compared with last year, up to 625,000 workers. This increase in hiring continues to slowly increase consumer confidence as the nation emerges from the recession.?

About half of the 13,979 Best Buy (No. 5) postings are for part-time, seasonal, contract or temporary positions, likely due to holiday hiring. A good chunk of Macy?s openings also fall into those categories, but not quite as many. Of the retailers 10,543 listings, about 4,000 are not full-time.

However, not all of these companies are looking for so many seasonal workers. For instance, a majority of the 14,233 job openings at Kindred Healthcare (No. 4) are full-time positions.? The same goes for Bank of America (No. 7), which is currently looking to fill 10,211 spots, and No. 8 Starbucks, which has 9,832 openings.

Vienna platform launches opera live stream

VIENNA (AP) ? Vienna's opera scene is going live on the web for the first time with the launch of the first Internet-based platform for streaming classical productions from the Austrian capital.

The venture kicks off Sunday with the premiere of Gioachino Rossini's "La cambiale di matrimonio" ? "The marriage contract" ? at Vienna's Kammeroper.

The production stars an international cast of singers, including Lithuanian bass-baritone Igor Bakan, American tenor Andrew Owens, Australian baritone Ben Connor, and soprano Anna Maria Sarra and mezzosoprano Gaia Petrone, both of Italy. The production is conducted by Konstantin Chudovsky and directed by Jacopo Spirei.

Analysis of specific biomarkers in a cerebrospinal fluid sample can differentiate patients with Alzheimer's disease from those with other types of dementia. The method, which is being studied by researchers at Sahlgrenska Academy, may eventually permit earlier detection of Alzheimer's disease.

Due to the similarity of the symptoms, differentiating patients with Alzheimer's from those with other types of dementia ? or patients with Parkinsondisease from those with other motor disorders ? is often difficult.

Making a proper diagnosis is essential if proper treatment and medication are to commence at an early stage. A research team at Sahlgrenska Academy, University of Gothenburg, is developing a new method to differentiate patients with Alzheimer's disease or Parkinson disease by analyzing a cerebrospinal fluid sample.

The study, led by Professor Kaj Blennow and conducted among 450 patients at Sk?ne University Hospital and Sahlgrenska University Hospital, involved testing five proteins that serve as biomarkers for the two diseases.

"Previous studies have shown that Alzheimer's disease is associated with biochemical changes in specific proteins of the brain," says Annika ?hrfelt, a researcher at Sahlgrenska Academy. "This study has found that the inclusion of a new protein can differentiate patients with Alzheimer's disease from those with Lewy body dementia, Parkinson disease dementia and other types of dementia."

Similarly, the biomarkers can differentiate patients with Parkinson disease from those with atypical Parkinsonian disorders.

"Additional studies are needed before the biomarkers can be used in clinical practice during the early stages of disease," says ?hrfelt, "but these results represent an important step along the way."

Bell dealt to D-backs, who trade Young to Oakland

PHOENIX (AP) ? Heath Bell became the latest player jettisoned by the Miami Marlins when he was dealt Saturday to the Arizona Diamondbacks, who also acquired infielder Cliff Pennington from the Oakland Athletics for outfielder Chris Young.

Arizona obtained Pennington and minor league infielder Yordy Cabrera from Oakland for Young and cash, then sent Cabrera to the Miami Marlins for Bell. The Marlins will pay $8 million of the remaining $21 million Bell is owed.

Earlier in the day, Arizona exercised a $6.5 million option on closer J.J. Putz.

The 35-year-old Bell has 151 saves the past four seasons. He signed a $27 million, three-year contract with Miami last offseason but lost his closer's job in July. He finished with 19 saves in 27 chances and a 5.09 ERA in 73 games.

After failing to contend in the first season of their new ballpark, the Marlins traded former NL batting champion Hanley Ramirez to the Los Angeles Dodgers in July and sent pitcher Anibal Sanchez and infielder Omar Infante to the Detroit Tigers.

Arizona general manager Kevin Towers said Bell provides a right-handed power arm to help set up Putz and Pennington adds experience at shortstop and second base.

Towers, who was general manager in San Diego when Bell was the setup man for Trevor Hoffman, believes the pitcher will benefit from a return to the NL West.

"I think he's excited to kind of be able to clean the slate," Towers said.

Bell contract calls for $9 million in each of the next two seasons and includes a $9 million club option for 2015. Miami will pay $1.5 million next year, $3.5 million in 2014 and the $3 million deferred signing bonus he is owed.

Young, Arizona's center fielder for six seasons, was the odd man out in a crowded outfield with the team expecting young Adam Eaton, called up from Triple-A Reno late this season, to play center and be the Diamondbacks' leadoff hitter. But Towers said the job is automatically Eaton's. Gerardo Parra and A.J. Pollock also will compete for the spot.

Young will be reunited with Bob Melvin, who was his manager in Arizona.

"It caught me off guard a little bit, I'm not going to lie," Young said. "It's all settled in a couple hours now. I got an opportunity to talked to Billy (Beane) and got to talk to BoMel. I'm excited to help. It's a new opportunity, a fresh start for me personally."

Pennington, 28, played in 125 games for the A's. He had 93 appearances at shortstop but was shifted to second base in last August. A switch hitter, Pennington hit .215 last season, including .168 against left-handers, and had 28 RBIs.

"He had a down year. That happens. Guys have down years," Towers said. "Heath had a down year. That's why we were able to make these deals."

He said he believes Pennington can be an everyday shortstop plus fill in behind Aaron Hill at second. The team also has Willie Bloomquist and John McDonald at short.

Towers said that Bell may have been uncomfortable with his high-profile signing in the Miami makeover.

"Maybe a lot of it had to do with the pressure, his first big contract," Towers said, adding that Bell "was really the first big signing" the Marlins had in the offseason.

The Arizona general manager believes his bullpen ? led by Putz, David Hernandez, Brad Ziegler and now Bell ? "is as good a bullpen as there is if not in the National League but in baseball."

With considerable money invested in the bullpen, Towers said it's particularly important to have a strong group of relievers while Arizona's young starting rotation. He said Arizona still needs a late-inning left-handed reliever and perhaps a veteran starter.

This could be a sign Beane, the A's general manage,might try to move center fielder Coco Crisp, who signed a $14 million, two-year contract in January that includes a $7.5 million club option for 2014 with a $1 million buyout. Beane, however, said he plans to keep Crisp, though he realized there would be speculation otherwise.

" I really like our outfield," Beane said. "Everybody knows how important this guy is to this team and also has the benefit of being a personal favorite of mine."

Oakland already acquired shortstop Stephen Drew from the Diamondbacks this season and he helped them down the stretch. The A's overtook Texas on the final day of the regular season to win the AL West and returned to the playoffs for the first time since 2006. They lost in five games to the World Series-bound Detroit Tigers.

Beane said the day after the season ended he planned to keep his young team intact as much as possible. Last offseason, Oakland traded three top pitchers: Trevor Cahill to Arizona, Gio Gonzalez to Washington and closer Andrew Bailey to Boston.

The 29-year-old Young, a popular player in the Arizona clubhouse, has had three 20-homer, 20-steal seasons. He injured his right shoulder crashing into a wall while making a catch early this season and struggled at the plate after. A quadriceps injury in early September sent Young to the bench in favor of Eaton.

Gunmen kill 3 police, 1 prison official in Iraq

BAGHDAD (AP) ? Gunmen killed three policemen and a prison official in attacks on Saturday and overnight in Baghdad, Iraqi authorities said.

The first attack took place early in the morning when gunmen opened fire on a police patrol in the Shiite Muslim neighborhood of al-Shaab, killing two policemen and wounding another, police said.

In downtown Karradah, gunmen on Friday night attacked the house of a police lieutenant colonel who worked with the State Identity Directorate, killing him, police said.

Health officials at nearby hospitals confirmed the deaths. All officials spoke on condition of anonymity because they are not authorized to speak to the media.

Meanwhile, gunmen with pistols fitted with silencers killed Haider al-Sultani, an official at Taji prison, in a drive-by-shooting that seriously wounded another employee, said Haider al-Saadi, spokesman for the Iraqi Justice Ministry.

The Taji prison lies in a town with the same name, 20 kilometers (12 miles) north of Baghdad.

The attack took place during the morning rush hour while the two were travelling on Canal Highway in eastern Baghdad, al-Saadi added.

Violence has ebbed in Iraq since the peak of the bloodletting in 2005-2008, but insurgents still frequently attack government officials and security forces in an attempt to undermine the Shiite-led government.

Turkey, Germany call for truce in Syria

ANKARA, Turkey (AP) ? Turkey and Germany on Friday joined an appeal for a cease-fire to stop the bloodshed in Syria during a Muslim holiday next week.

Turkish Foreign Minister Ahmet Davutoglu said both Syrian forces and rebels should end hostilities "at least" through the four-day Eid al-Adha holiday that begins on Oct. 26. He said the sides should also aim for a truce that lasts beyond the holiday.

The Joint U.N.-Arab League envoy to the Syria conflict, Lakhdar Brahimi, and a number of countries are pushing for a temporary truce. Brahimi has called on the Syrian government to take the initiative, a position echoed by Turkey.

Davutoglu said: "It is especially important for the Syrian regime, which has launched bombs on its people with planes and helicopters, to halt these attacks immediately and without preconditions."

"Let's hope that the Syrian regime listens to this call by the international community and stops these attacks during Eid al-Adha," he said. "In response, we expect the opposition to abide by the cease-fire in the same way."

Germany, a member of the U.N. Security Council, added its support for a temporary cease-fire.

"This would be an important humanitarian glimmer of hope for people in Syria," Foreign Minister Guido Westerwelle said in a statement.

Syria says it wants a cease-fire but the rebels lack a unified leadership that can agree to it.

Both sides have flouted previous cease-fires after verbally agreeing to them.

Iranian President Mahmoud Ahmadinejad, a close ally of Syrian President Bashar Assad, called for the truce on Thursday. The Iraqi government also expressed its support in a statement, calling on all sides to abandon violence "to save the region from more miseries and pains."

Activists say more than 33,000 people have been killed since the anti-Assad uprising started in March 2011.

Davutoglu on Friday also promised increased food and medical aid for Syria during the holiday.

The cell phone of a missing Oregon woman was recovered Friday, police said, and they hope it will provide clues in the Starbucks barista's disappearance.

Whitney Heichel, 21, was last seen by her husband in a Gresham, Ore. apartment on Tuesday morning, when she left for her work shift to a Starbucks only about five minutes away from her home, police said.

Gresham Police said Friday they are trying to pull data and fingerprints from Heichel?s cell phone, and called it ?a very favorable find,? according to NBC station KGW in Portland.?Children playing in a field found the phone and it was turned in to police, KGW reported.

Authorities are also using dogs to search the area where the phone was found, according to KGW. That is about two miles from where Heichel?s abandoned SUV was found, as well as about a mile-and-a-half from a gas station where her bank card was used the morning she disappeared, KGW also reported. Her vehicle is a black 1999 Ford Explorer with tinted taillights and an Oregon license plate. Police found the SUV with a shattered window, as if someone had rummaged around inside.

Police also said Friday that Heichel?s husband is ?not a suspect? in the disappearance, however no one has been cleared in this case, The Oregonian newspaper in Portland, Ore. reported.

"The longer she is gone, the more this is concerning to us," Gresham police Lt. Claudio Grandjean told reporters Friday morning, according to the newspaper.

Hiechel is 5 feet, 2 inches tall and weighs 120 pounds.

Officials say any information to law enforcement is helpful, The Oregonian reported, and about 50 tips came in overnight. Anyone with information is asked to call the Gresham Police Tip Line.

Hospital uses ?lean? manufacturing techniques to speed stroke care

ScienceDaily (Oct. 16, 2012) ? A hospital stroke team used auto industry "lean" manufacturing principles to accelerate treatment times, according to new research in the American Heart Association's journal Stroke.

In a prospective observational study, the average time between patients arriving at Barnes-Jewish Hospital in St. Louis, Mo., and receiving the clot-busting agent tissue plasminogen activator (tPA), decreased 21 minutes using process improvement techniques adapted from auto manufacturing. Data from more than 200 patients was included in the study analysis, ranging over 3 years.

The shorter the time between patients arriving at the hospital and receiving tPA, the greater the chance to reduce brain injury after stroke, researchers said.

Using lean techniques, the hospital's stroke team identified unnecessary or inefficient steps such as inefficient patient transportation, tasks performed one at a time rather than simultaneously, and time-consuming traditional lab-based tests. Protocols were formulated to eliminate wasteful steps, keeping only crucial steps that added "value" to patient care, in keeping with auto-manufacturers' lean methods which eliminates inefficiencies in automobile production.

The team streamlined the process by having EMS route patients directly to the CT scanner for immediate brain imaging, enlisted the help of more team members each with fewer tasks to complete, and instituted bedside tests which provide laboratory results within minutes. These modifications ensured that rapid diagnosis and treatment would be available for patients as soon as they arrived at the Emergency Department.

As a result, 78 percent of stroke patients received tPA within one hour of arrival. The "Get with the Guidelines" national database indicates that currently only about 30 percent of patients in the United States are treated within one hour. The overall treatment time was reduced from 60 minutes to 39 minutes -- sustained for a year after implementation.

The protocol changes didn't alter patient safety or clinical outcomes, researchers said.

"There is growing awareness that fast and efficient treatment is important for improving the effectiveness of tPA. National guidelines suggest that door-to-needles times should be under 60 minutes, yet these guidelines do not state how this can be achieved. Lean process improvements methodology can be effectively applied towards achieving this and other process improvement goals," said Jin-Moo Lee, M.D., Ph.D., lead author of the study and Director of the Cerebrovascular Disease Section in the Department of Neurology at Washington University School of Medicine in St. Louis.

A larger study is needed to validate results, researchers said.
